敷嶋 is an archaic spelling of the the more modern 敷島, an area in Iwanuma, Miyagi. However, it is also an important cultural and peotic word, particularly in Waka poetry, for Japan itself. The literal meaning is, "Spread our Islands." The famous classical phrase 敷島の 大和, Shikashima no Yamoto, means Yamoto -- the ancient and glorious name for Japan -- the land of spread out Islands, or "Yamoto, the land the is Shikashima." (ED)
