健浪 is an unusual spelling for Tate-nishiki, but we are given the rōmaji by the kana たてなみ. It is probably a gikun (unusual reading) or ateji (phonetic reading that may not correspond to the usual reading). From the kanji spelling we can guess it means "Vigorous and Free-spirited." a quality that is certainly recognizable in some cultivars. (ED)
